Paypal handles the transaction in your country and converts the currency to US dollars for you. As long as you have Paypal and either a bank account or any standard credit/debit card, it should work. Same goes for Skrill. You can also buy a Paypal gift card in some stores with cash that can be used to put money in a Paypal account without a card or bank account. Not sure if you're able to get those in your country though. If you don't wish to donate though, you can try to sign up for free at midnight UTC.
