That's why I said your sourceban site will never connect no matter which port we open. Anything that starts with 192.168. is a private network address https://en.wikipedia.org/wiki/Private_network#Private_IPv4_address_spaces and no one but other computers connected to your router will be able to connect to it through that address.

 

You've posted from several different IPs so I can't tell you which you need. Let's make this a bit simpler for you. Please visit https://www.whatismyip.com/ from whichever computer is running your game server. That will show us which IP your sourceban site needs to connect to.

The next question is do you have port 27015 (or any ports) open in your router to connect to the game server computer?

Your site http://friends-community.heliohost.org/bans/ is still trying to connect to the wrong IP. In the sourceban config change the 192.168.0.17 to 24.76.231.65

 

Also, your sourceban site is trying to connect to port 51990, and you opened 27015 in your router. Try making them both 51990 (since it's already open), and you'll probably have to set your game server up to listen on 51990 too.

You need to tell sourcebans that you have a game server hosted 24.76.231.65 on port 51990. I'm not sure if that's done in the config or through its interface since I don't use it. Wherever you had to enter that 192.168.0.17 and 27015 into sourcebans originally, is where you need to enter the IP and port above.
