If you buy a VPS, you will be able to have FULL ACCESS to it with the exception of installing a different OS on it. This means full root user access to install WHATEVER YOU WANT! Want to install Node.js? Go right ahead! Want to host your OWN web-hosting company? Do so, if you wish. Its only limit is how much Ram/CPU you have and your knowledge of install commands. * Notes: You are responsible for building and maintaining your website. Krydos and other admins CAN and WILL help, but please be patient as they have their own web-hosting site to take care of and are still volunteers on top of that. VPS's do NOT come with web-panels such as Cpanel, which is paid. Some free panels I suggest are VestaPanel Cloudron CentOS *I know this because I used to be a VPS owner.
