Is this problem related to the 403s we've been seeing so much of over the last few days (as noted in http://www.helionet.org/index/index.php?showtopic=3879)? Or is this another issue relating to running so many accounts on the one server?

Nevermind about that... the real solution is to CHMOD your public_html directory to 755.

This is being caused by Apache not behaving as if it were being run by nobody. It's accessing all files as "other".

Uhh this place seems to be having a few problems.. not looking too stable...

From The Official Etiquette Guide:

- When you post, make it in-depth. Never just say "I agree" or "Good idea." Describe your idea. Say "I agree because..." or "Good idea. I think..." We want to hear a developed opinion, not just a short statement. Two or three word posts aren't really contributing anything to the forum.

- Don't just go through every topic in a forum posting in each one. Most people will find it hard to believe that you actually have something important to contribute to a topic if you post all over the place.
