It's the DOS protection. When we get attacked, the server does this to keep itself online.

 

The alternative is that the server simply be down instead. The behavior you're experiencing is how the server absorbs the botnet that's currently lobbing thousands of requests at Tommy.

 

Also, you're not even blocked at the moment.

While FTP use is probably the easiest way to open too many connections, in theory a bloated website with lots of assets could do it too, especially if a browser tried to download them all at once (or if you opened/refreshed multiple tabs of it at the same time).

 

While not this particular incident, I've definitely gotten myself blocked during a DOS just by having a few tabs open with various pages from one of my applications.

I personally assumed it was FTP because that seemdes like the most practical reason but upon realizing that we we're being ddosed i knew unblocking people would have been fruitless, at least until the server calmed down.
