In my opinion, C language is the best to start with because it is the basis of many other languages like C++, C#, Java, PHP etc. C language is a little hard to learn though but once you get a grasp on the language, it is rather easy to learn other language as well. If you are into web programming, then I think PHP is the way to go.

It took me about a month to grasp the main concepts of PHP programming, but that is only because of my prior experience of HTML. For any one who doesn't know much about web development, I recommend first learning some basics of HTML and then learning web scripting languages (PHP, Python, Perl etc).
