It took near about 2 hours for me.
I had the nameservers set to Heliohost's 2 days prior to parking the domain, so as soon as I parked it, it showed "Account Queued" for 2 hrs before it started showing my Primary domain's site.

I like wordpress for small blogs.
For actual CMS, joomla works best for me. It's free, open-source, many free templates available, plugins for various uses, etc. (PS - I'm not upselling it )
